An extraordinary general meeting and Expert Council of the Association “Institute of Informatics and Innovative Technologies” (IIIT) was held in Plovdiv Techpark AD at the end of this week. On Friday, 22.05. 2020, with direct participation or representation in the work of these events, almost 1000 citizens took part, mostly from Plovdiv. A proposal for the implementation of a Regional Economic Model for Smart Specialization – Plovdiv was considered and accepted.
The approved agenda of the general meeting of the members of the “Institute of Informatics and Innovative Technologies” made it clear about the changes that have occurred and the next upcoming actions.
As the first point, the acceptance of new members of the “Institute of Informatics and Innovative Technologies” association was discussed and approved. After the voting, it became clear that more than 30 individuals and several legal entities were accepted as members of the association. There was also a change in the number and composition of the management board of the association, as its new member became Associate Professor Dr. Eng.
Another decision changed the number and composition of the members of the Control Board of the “Institute of Informatics and Innovative Technologies” association. Engineer Petar Staykov was released from the control board of the association due to retirement.
After the regulated organizational changes, the decision was adopted with full consent for the participation of the “Institute of Informatics and Innovative Technologies” association in the Europrogramme of the General Directorate “Regional and Urban Policy” of the European Commission: 2020CE16BAT012 – “Support for the participation of citizens in the implementation of the policy of convergence, with a deadline for the submission of project proposals — 01.06.2020» All decisions were unanimously supported by the IIIT members.
After the Extraordinary General Assembly, it was passed to the Expert Council of the “Institute of Informatics and Innovative Technologies” Association, where the Proposal for a Regional Economic Model for Intelligent Specialization – Plovdiv was presented.

Prof. D.Sc.Sc. Asen Konarev presented a Model for intelligent specialization, paying attention to 3 of the 19 points in RIMIS:
Diffusion of innovations and technologies.
One is manageable ie. an actively stimulated process of diffusion of innovations and technologies, and the second is a spontaneously occurring process of diffusion, which is in a horizontal direction and takes place anyway. Our main emphasis here is to make maximum use of the givens of regional policy and the theory of regional development to actively stimulate the spread of innovations and technologies in our region and, respectively, in the entire South Central Region /SCR/.
Application of the advantages of the platform economy in the regional development of the South African Republic.
We want to say this here, dear gentlemen, because until now it is not possible for the NUTS 2 regions to become administrative units, as was the case years ago in Bulgaria. Then there were municipalities, then districts, and only then a region. With the current regionalization, which does not exist anywhere in Europe, we have our municipalities, and the former districts are today adverbial districts, but in practice there is no administrative management of the regions. We believe that the platform economy for the development of the region, which gives you the opportunity and without having more power and administrative structure, to predict the economic development of the region, is especially relevant now. Through one or another platform, the pressing issues of the individual branch will be solved, and their administrators will be able to continuously activate the development of already developed platforms in order to increase the overall efficiency of the activity.
The cross-border and transnational development of the region.
Just as a reminder. We already have the experience of the “Interreg” European program, which provides opportunities for the development of some bilingual cooperation platforms. For example, one can be implemented between Bulgaria and Turkey, Bulgaria with Greece and Romania as members of the EU, also with Serbia, Macedonia. There are opportunities, they should be activated through the regional economic models.
Lawyer Dimitar Gishin presented the quadruple helix model:
The crisis has changed the existing economic model, and although it is not known what the next model will be, it will certainly require a change in culture and in the approach to socio-economic activities in the economy. In our project, we have considered a quadruple helix model that indicates the transition from a knowledge economy to a society economy. Society already has the capabilities of the Internet and the blockchain, artificial intelligence, which create conditions for seamless communication between its members. Thus, the concept of economy of society unites four sectoral perspectives with social regional operational functionalities: business, science, society and government.
Petya Ilarionova – executive director of the IT Academy, presented the annexes to the RIMIS Project Proposal.
At the end of the meeting, a decision was made to give the SNC “Maintenance of NTS with DNT – Plovdiv” a platform for citizen participation, which will be integrated into their website.
